A family's cry for help that was answered with more tears.
When conveying the story of our 6 children which sparked this "Milner 6 Revolution" it's best to start from the beginning. To give you a clear and clarible understanding of our current situation. This is the before birth (pregnancy), birth and aftermath (life) of the Milner 6 Revolution and why we seek Justice For The Milner Children.
We are Feleaseon Bolton and Norman Milner Jr, both 35 years old from San Diego, CA born in 1984. We have been in a relationship since 2004 and engaged to be married in 2009. We later packed up and moved miles away from all we knew and moved to Dallas, TX in 2010. In 2012 are lives changed drastically and we became Parents for the first time. Everything starting off well and typical.
Until suddenly after our second child in 2013 the postpartum kicked in, following stress, a car accident, physical injuries and common mistakes. Things began to seem overbearing during that time which led to the birth of our struggle. To get things back in perspective we decided to relocate to Albuquerque, NM in August 2015. We wanted change and was hoping for the best from our move to a different city which family also resided. Things didn't turn out as planned and took an awkward turn from the beginning.
Being chronically homeless facing significant obstacles took place turning things upside down. This led to us experiencing the most traumatic experience of our lives. Poverty was in full effect. But instead of gaining the needed help we became victims of our struggle. Targeted by CYFD better known as CPS and our struggle being taken advantage of. Not to mention our second daughter being abducted but that's another story in itself.
This part of the struggle was initiated on April 20th, 2018 when two Police Officers employed with the Albuquerque Police Department conducted a welfare check due to conditions of the home from an alleged anonymous neighbor caller. An anonymous caller that was not investigated thoroughly. Over 80% of the calls that are called in to CYFD are false and bogus. Anonymous calls into CYFD are NEVER probable cause under the Warrant Clause. The anonymous phone call did not constitute a report’ of child abuse or neglect.
We were threatened previously by the owners of the hotel that they were going to call CYFD without reason basically because our disagreements that had nothing to do with our children. A treacherous vindictive move that was totally uncalled for. Officers observed there is food, water and utilities available at home. There was a syringe without a needle and paraphernalia identified but it was not removed. Which makes no sense. No arrest made. No charges filed. No drugs or residue findings in location. Stating it did not smell like drugs and neither Parent appeared to be high off drugs. Then they concluded that our children’s basic needs appear to be met. Welfare check was passed successful.
On April 26th, 2018 a CYFD Investigator of 7 months named Tiffany Chavez conducted an interview with our oldest son Norman III (5 years old at the time) at Tomasita Elementary School where he was attending Kindergarten. A place where she knew she could obtain info without Parental consent. But still there were numerous positive indications as documented by Tiffany, she observed Norman III was clean and well groomed. He had no visible cuts, marks or bruises. No developmental or behavioral issues were disclosed or observed. He stated Dad brings him to school every morning and his Dad works at a library. Also said his Mother is trying to get them a house and they live in a nice hotel. To him, safe means to stay safe with family and he feels safe with his Mom and Dad. His Parents fought once but only with words. He does not know what drugs and alcohol are, he showers everyday and has plenty of food that Dad cooks for the family. His Mom and Dad are nice and he has to lay down when in trouble. Also that he was excited to be a big brother again. From the Investigator Tiffany Chavez’s first face to face with Norman III, it’s not hard to determine that he was not abused or neglected and both his Parents take good care of him.
The Investigator then decided to stop by our hotel room to meet with us. Everyone was still sleep at the time and hadn't even begun to start our day. Would of still been sleep if it wasn't for the knock on the door. The first thing we usually do was clean but had barely opened our eyes. I the father was finishing up cooking breakfast in the back while others were sound asleep. They woke up to breakfast in bed. The Investigator left outside to brief with her Supervisor via telephone and to acquire medical release records form for the Mother as requested. Tiffany returned a while later with no release paper in her possession. However, she shockingly gave immediate compliments of how clean the living conditions were ending up already due to Father taking responsible actions upon himself. No disclosures of abuse or neglect whatsoever April 26th, 2018. She said she would do a follow-up in a couple days and we kept things on point anticipating her return. But she never did.
The devil doesn't come dressed in a red cape and pointy horns. He comes dressed as CPS social workers. The devil is an unbelievable liar to the tee. The devil is so much of a pro at lying and deceiving that many of God’s glorious angels did not detect his deceit nor understand his manipulative schemes. The devil is a devious genius and among created beings he has no equal in the universe. People in positions of trust and respect like CPS promote his lies as truth.
Investigator Tiffany Chavez’s next home visit or contact with our family wasn't until three weeks later May 17th, 2018 on the day of our kids CYFD 48 hour hold evacuation. First telephone contact that was birthed by Investigator Tiffany was a phoned voicemail message established the same day as the removal expressing she needed to execute a follow up. She also left a card at the hotel prior to leaving a voice message.
Still on May 17th, 2018 Investigator Tiffany Chavez interviewed with Norman III for second time at his school. Harassing him at his place of education yet again. Same observations that he was clean and well groomed with no visible cuts, marks or bruises. States he still had no developmental or behavioral issues disclosed or observed. This time Norman III said Mom doesn’t drink alcohol, he sleeps well at night, eats well and has plenty of food.
On May 17th,2018 Investigator Tiffany Chavez interviewed with Norman III’s Teacher Mrs. Tecumseh. She said no attendance issues and no behavioral issues. He’s eager to be at school, very engaged with no learning issues. He comes to school clean and does not seem uncared for. She also says Parent inquired about Norman’s brother starting school and summer program. Investigator Tiffany documented that the Teacher concluded that there was no summer program. Which obviously was a false written statement by Investigator Tiffany. Being that the Parents signed up Norman III through the same Teacher, has summer app, a typed letter and written document about the summer program. Father met kindergarten educator on Norman’s first day of school and when Parents paid for his first field trip. Consistent correspondence amongst Guardians and Educator sending notes back in forward. Norman III acted capably responsible guaranteeing notes were conveyed. Statements from the Teacher prove no abuse or neglect and Parents take care of children.
On May 17th, 2018, Albuquerque Police did first welfare check and illegal search and seizure around 1:45 pm. The kids present didn’t make any disclosures. They were clean and reasonably well maintained. Kids appeared happy and no signs of paraphernalia. The male officers present searched 4 year old son Noryon and 2 year old daughter Noriah for bruises and no marks or signs of neglect or abuse observed. After Police left, the Father went to pick up Norman III from school bus stop.
Harassment at it finest. While we were now in a family members room with her boyfriend spending a couple nights while moving Investigator Tiffany Chavez and 2 APD Officers arrived several hours later. After Tiffany received message indicating the welfare check checked out successful. She neglected to inform the officers withholding valuable information from the police. The officers observed the room and stood away watching kids playing and jumping around being kids. They weren't in any danger whatsoever and their were 4 adults around to assure safety. The kids were swinging and climbing on closet rail having fun doing pull ups. Without Parental consent the Investigator Tiffany Chavez cornered son Norman III in bathroom and he told her “ I didn’t say that”. Based on allegations and no evidence they rushed into judgement without using common sense. Speculations and suggestions made and no physical evidence found or collected. They removed the children for a 48 hour hold and took them away. CYFD used threatening and intimidating tactics by using Albuquerque Police to assist them in an improper seizure of our children.
Probable cause isn't based on beliefs but known facts. Must have sufficient reason to believe that life or limb is in immediate jeopardy and that the intrusion is reasonably necessary to alleviate the threat. Lack of CYFD/APD affirmation. Children may not be removed from their homes by police officers or social workers without notice and a hearing unless the officials have a reasonable belief that the children were in imminent danger. No hazards that put children at immediate serious risk of death or serious physical harm. Wasn’t a serious or fatal accident that would immediately happen under present conditions.
Removal not justified, clear and convincing evidence required. No evidence capacity was out of control. No severe family situation or behavior, emotion, motivation, perception, or capacity was observable and specific. No severe effects on children and couldn't have a severe effect at any time. No dismemberment, disability, grievous pain and suffering, terror, impairment, grave and debilitating health condition or impairment.
7 months later it was determined in court the reason for this was behind the family members boyfriend swords he collected and us not taking services. Which was not justifiable and no services were ever offered. It wasn't even our place we were in to dictate anything.
That was it in a nutshell what transpired May 17th, 2018, when our 4 eldest children were involuntarily displaced into New Mexico's Children, Youth and Families Department (CYFD) better known as "CPS" custody. We are currently jumping through hoops working our treatment plan and moving toward reunification. Now there are talks of changing it to adoption. This forced separation has failed to tear down our unity but has drastically traumatized all of us. Corrupting and disabling us causing our family to deeply suffer from the PTSD and Major Depression mental illnesses. In order for us to regain our kids custody and reunify as family we need to be clean of drugs, employed and have adequate housing for them.
Now we are two loving Parents of two boys of Dallas, TX (ages 7 and 6) and 4 girls of Albuquerque, NM (ages 3, 2, 1 year and a newborn). Recently gave birth to the newborn and 6th child at 38 weeks on May 20th, 2019. Our 5th child was taken June 1st, 2018 on Mother's 34th birthday and our 6th child was taken May 24th, 2019 at 4 days old. We have been easily targeted from the first situation which they felt made room to add our other children too.
We currently (July 2019) have two open cases with Child Protective Services, have 6 children in out-of-home placement and are working toward reunification. CYFD never did anything to help prevent the removals prior and haven't done anything after to reunify us with our children.
It has been a long stressful delay in the discharge of our children to us Parents from out-of-home foster care. It's been over a year too long and we miss our children and thinking of them every second. Poverty has played a major factor and our babies deserve to live a better quality of life with us. Our family belongs together and deserves a place to call home.
Due to the trials and tribulations during this miserable year without our children, life has become an overwhelming tragedy. All families have strengths. All families have challenges and all families have areas of potential growth. If you look only for problems in a family, you will see only problems. If you also look for strengths, you will find strengths. It's not about structure, it's about function. Strengths develop over time.
We know God didn’t bring us this far to leave us, so we are turning our family's negative situation into a positive one. We love our 6 children more than we love ourselves. Parenthood is not our hobby, it's our calling. It's not something to do if we can squeeze the time in. It's what God gave us time for. Our children are our greatest blessings. It's nothing we wouldn't do for them. We love each other, find life together satisfying, and live in happiness and harmony with each other. It has been a long and detrimental year without them but Mom and Dad are proud and remaining strong for our six pack.
We pray, appreciate others and are thankful. We are real with ourselves, we trust, we make mistakes and we learn from them. We sincerely apologize, forgive and we give second chances. We have plenty of family fun but education is always first. We care, love, give kisses, hugs and say I love you on a regular basis. We are patient, humble and full of life.
We desire immediate help resolving the barriers to our family's reunification. We are a homeless family in need of Permanent Supportive Housing as soon as possible to regain custody of our kids. We have 6 children we are currently fighting to regain custody of. It has been over a year without our children in our care and CPS workers making it more and more complicated to reunify with our children. With your help and support I know we can make a bigger and better outcome.
Inspired by our 6 children in foster care we created the Milner 6 Revolution, have started writing a book called, "The CPS Struggle" and started working on a blog "The CPS Struggle Is Too Real" that's just a CPS prayer right now. And just started the Milner 6 Revolution blog.

Seeking help to rebuild what CPS has tore down and restore what they are trying to eliminate. Us Parents have never stopped advocating for our children to be back with us and we never will.
Join in the fight with us and help make a difference. It's about the 6 children coming home and not getting adopted out. Our faith in the Lord is very strong. We know He has a wonderful outcome for our family.
